The first thing you do is check your brake lights. The shift lock system solenoid is powered by the brake lights, so no brake light no shift lock activation, it's a safety feature so you can't start the engine without the foot on the brake pedal.

With info that you are giving me I only deduct that , maybe your idle control valve is stuck open with carbon buildup, clean the throttle, let some of the carburetor cleaner go to the idle control valve hole then spray gently compressed air in the Idle Valve hole. When you remove the throttle tube to clean the throttle plate you will see a little hole, that is the idle control valve hole.
