Could be faulty battery, faulty solenoid, corroded connections to battery, faulty alternator, faulty voltage regulator, bad earth connection, lights left on, etc. More info please.
Does the motor turn over ? What type of vehicle, auto or manual, what age ?

many things will cause no start problems could have faulty ignition switch.use test light see if power going to starter if not check ignition fuse to starter.if power going to starter, more likely starter solenoid or starter faulty.if ignition fuse okay and starter and solenoid okay still no start problem could be in the ignition switch or inhibitor switch faulty.code scan for faulty theft security system which will also cause no start conditions.

Battery is new, engine won't turn over.

The voltmeter should only go as high as 14-15 volts when the engine is running. I would check for a poor connection between the battery and starter.

1994 park avenue will not start anti security won't go off

Hi, those can be particularly nasty to diagnose. I had a 96 park avenue-same thing after I hit a deer. OK, some info please. Did you hit anything? Replace a starter or battery? Have a new key made or have very old keys? Replace an ignition lock cylinder or have a problem turning key? Those things can trigger the passlock anti-theft system. Seems your car is in lock-down mode. (It thinks its being stolen.)

No powet on any thing

cant help a lot on this,yes it has a sleep mode mine has as well to conserve battery life,try asking your local jaguar dealer if they have come across this before and what the cure is.if they say expensive repairs then fit a battery isolator switch or a direct feed cable with a switch in cab somewhere from battery to altenator or a feed from starter motor relay to altenator

Car want start factor security light flashing and car want start battery went dead and wont start since tried to jump start and everything won work

The factory security light will remain on - this is a standard feature indicating the car is dead.
First, unplug the hazard fuze in the engine bay (this will reset the ecu and remove the flashing)

Next, replace the battery with a new one (or one with proper charge) - keep in mind a small battery will not do anything for these cars, the engines require a lot to push them over (it isnt a honda)
*Make sure to clean the positive and negative battery cables from acid

Then just start it up :)
