Could I patch a crack that is in my water outlet housing

Most water outlet housings nowadays are made of a thermoset plastic resin material that can be "etched" with a dremmel tool to make the crack accept some epoxy material such as JB Weld (excellent material when mixed exactly per directions) and cleaned with isopropyl alcohol prior to application. A warm hair dryer follow-up is recommended to "flow" the material into the etched crack. Allow to cure overnight (24 hours is best). A similar procedure can be done with mnetallic castings such as in older 70's and 60's vehicles with similar results. The parent material MUST be thoroughly cleane to do a good job!!

If you can see a separation all around the area that seems to indicate a separate part, then you can change the seal on it...if not, the block is cracked and will need to be epoxy sealed.

1998 Olds Intregue, 3.8L about 80K miles, started making loud engine noise. Tore down and found crack in lower intake manifold. What would cause this? Is it worth replacing? Should I be checking for...

If the intake manifold is cracked, maybe try to put some puddy epoxy in it to repair. I've found puddy epoxy useful in repairing leaks in other parts of the engine, including a rusty oil pan that was leaking oil. I think that puddy epoxy would be ideal for this crack. Probably, you are hearing the valves clacking if there is a crack there.

How much did you tear the engine down?

you can fix it well by sewing it from the inside using a thin metal wire so its not visible from the outside then you can patch the bumper cracks using an approve grade of epoxy putty other wise it will easily crack if not sewn.
