You have have tires that are cupping. You may also have lost some of the balancing weights.
Is the ride a shimmy or does it feel like you're constantly on a bumpy road?

Check tire pressure, 32 in rear no more than 35 in front. You can bump up rear when your hauling something but run it lower when empty.

Cause of rough ride at 23,000 miles?

Sort of depends on what you mean by "rough ride". It could be a bent wheel, bad shock, broken shock, bad bushing, wheel out of balance, bad CV joint, bad wheel bearing, more...

Any competent mechanic should be able to ride in it and diagnose the problem. Unlikely the car's computer will tell anything useful, and, unfortunately, most "mechanics" today are simply "parts replacers".

Was told i had a leak in my rear shock and yes it rides a bit rough is that the problem

Shocks/struts are key to keeping your ride in your vehicle as smooth as it can be with the bumps and dips in the road.

Is it plausible this is your problem? Yes.

Is this your problem? I don't know without looking at the vehicle itself.

But, if you notice your vehicle riding rough AND did not state this to the mechanic diagnosing your vehicle and they suggest replacement of the rear shocks, it doesn't seem someone is trying to pull the wool over your eyes in this situation.

Riding rough sounds like shocks.. but I dont think gran am has shocks.. could it be the moter mount that would make it ride rough and when you turn the stering wheel back and forth while driving it sways.

All cars have shocks and/or struts. Grand am has front struts and either rear struts or shocks. When these are worn, the ride would be rough. If a motor mount was bad, you may feel rocking or visually see the motor wiggle back and forth when you press and release the accelerator pedal. Motor mounts won't affect handling. Either shocks/struts, sway bar, stabalizer bar or links are the common cause

Rear end is rocking up and down at start and stoping

Classic signs of a Ford Ranger in need of new rear shocks.
Since your vehicle is a 1998, its just about the right age for
the OEM shocks to fail.
Checking your shocks:
1. take off rear wheel & check for fluid leakage from the upper 1/2 of the shock - presence of fluid
indicates shock failure.
2. get in truck bed over the axle and jump up & down. Excessive play/bounciness indicates shock
failure.

Montero Sport clunks when I hit a bump

The front[or rear] sway bars have links in them that are rubber mounted,it sounds like one of the sway bar links is broken,or one of the sway bar bushings is missing.Find the sway bar and have a close look at the mounts to see if the problem lies here.

Would like to know if i need any special tools to change the shocks on my 2000 for ranger

Dont believe so. Maybe gear wrenches just to make things a little quicker/easier. Also bring rust penetrant and maybe presoak all nuts a day before. Keep vehicle jacked up under front control arm(for front job) and rear axle when you do rear. This is to keep tension off of the shocks when trying to remove.
