Under the right side of the dash, above the passengers feet, its right there near the blower motor.

the blower motor is under the glove box,turn the key on then the blower switch to high and check with test light.if no power check the blower motor resistor.

To remove the blower motor in your vehicle, please follow this steps.
Select the following settings:
COWL SCREEN ASSEMBLY REMOVAL
WIPER MODULE RETAINING SCREWS
RELEASE OF LOCKING TABS AND HOUSING SCREWS

Sure sounds like it. Since the lower speeds use the higher speed resistors it is likley the speed three resistor is burnt out.
