Says its an electronic shifter
could be a linkage cable tubing or electronic part

save the exploded image to computer and view so you can magnify

look at this write up
If you look under the dash on the steering column, you will see the shift cable that is attached to a lever coming off the right side of the steering column. There are two torx head bolts that connect the lever to the shift tube, they always come loose.Just tighten them up

2003 Pontiac Montana unable to shift into gear. When I pulled into my drive way I couldn't put it into park and the gear shifter moves up and down very loosely and won't go into any gears.

U definitely have a mechanical issue. Hardest thing is getting down there to check it out.

U might ask a friend to get in the car and move the shifter so you can check movement under neath and see what it is not connecting with.

Shifter wont go into 1st and sometimes wont go

It sounds like the bushings on the steering column that hold the shifter in place are worn out ot the brackets holding the bushings in place have come loose allowing for excessive movement with the shifter shaft. These things also had a problem with a bracket coming loose at the lower part of the steering column. You can look up under the dash (laying on your back) and find the shifter cable where it attaches to the shifter shaft. There are tree bolts that hod this bracket on. If they come loose you will have this same problem To fix it you need a T-30 torx socket and a ratchet to tighten these three bolts.

You either need a new shift cable or the shifter column bushings are bad.

Why is the shifter on my 98 expedition loose ? does the shifter control solenoid have anything to do with it?

Check the shifter shaft bushings, they are probably worn out. There are two of them held on by brackets.
