What could make d399 cat engine not to start when the battery is new

If it's cranking over fine with the new battery and will not start, then it isn't getting fuel. Check that power is connected to the fuel shutoff switch on the engine. You have to have power to this shutoff switch to open the fuel to the fuel rail and injectors. Otherwise, it will just crank and never start. AND if it has a blower on it, be sure the emergency shut off flap is open inside the blower. That is controlled by a locking lever on the flap outside the blower. If it's belching smoke and will not start, the flap is closed and it can't get any air. Open the flap to the lock position on the lever. Have fun with it Brother.

magnet should be able to remover it, industrial type as they are stronger, you can get them from out of a honeywell cat flap. inside the cat collar part, or try a magnetic inspection stick, this should be able to get the spark plug out but you have to be gentle as it wont be a stronger magnet.

What causes the 2002 ford focus to be lazy?

The main, common issue with the Focus was the intake manifold. It's made of plastic and is prone to cracking and it's inner butterfly flaps cracking off and entering the engine, causing issues and failure in extreme cases.
Also check the catalyst condition. I've had one focus with a meted down cat, which caused blockage in the exhaust system, dramatically reducing power.

The new design filler neck on newer gm vehicles don't have a flap. The flap was just to keep stuff from falling in. I've had problems with the fuel sending unit in the tank on these vehicles.
