• Hi Louis Clark, Not sure if the e250 is similar but the fuse panel for this model is at the front left side of engine bay

Might be distributor I had the same problem on different car and that fixed it

fully charge battery and make sure everything switched off i.e rear window demist etc and take it for a run to get it up to tempature then park up rev engine at fast idle approx 2750 rpm for 180 seconds then take foot off throttle and allow to idle for 30 seconds this will clear your catalyst and get it up to the 600 degrees needed for it to operate properly this should remove the engine warning light

Try replacing the Air Control Valve

How is the ground and powers to those lights ?

have you tried replacing the bulb or checking whether it is seated correctly

Start out by checking the igniton timing and if that doesn't work, check for vacuum leaks.

Running a gas tank lower than 1/4 level is one of the worst things you can do, since gas acts as a coolant for the fuel pump that is in your gas tank. In addition, if the gas is a dirty as you say, the cumulative deposits have become a sediment in the bottom of the tank and at low levels is no longer suspended in a volume of liquid-which will clog the 'sock' around the base of the pump, and can even clog your fuel filter. I suspect your fuel system will need a good going over-have the fuel pressure checked (simple procedure) and take it from there-good luck
