You can get to the hood spring through the grill, use a long screw driver to lever/push the spring open.

I just went to open the hood and the release under the dash broke. any idea on how to open from the outside?

Sad to say no, but get a pair of pliers or vise grips to pull the cable to open the hood until you can fix the handle.

My father is trying to sale his 1988 2 door cadillac deville he had it park 4 a while and went to put a new battery in but the cable for the hood release broke and is unable to open the hood ! is there any...

If the cable is broken at the hood release lever, I have had luck getting a hold of the cable with a pair of Vise Grips and pulling on it to get the hood open. Once it is open, you can tie a piece of wire to the hood release and let it hang down in the front grille area temporarilly until the vehicle is sold or until you buy a new hood cable assembly.
