SOURCE: Car will not unlock.
To get inside the car .... Use the key in the lock cylinder, unlock the drivers door to get inside. You shouldn't have to reprogram the fob unless it or the keyless module was changed. There may be a blown fuse that supplies the keyless control module (check the owners manual for location). or wires that lead into the Drivers door may be damaged ... The keyless module is located inside the drivers door at the bottom behind the door panel ... do the unlock/lock and trunk release switches on the inside of the drivers door operate the locks and or trunk release? If so it is not the fuse ... and not the wires to it ... And it could be your BCM body control module, located in the dash board to right of your gas petal. Because the number entry keypad (code for that is on the inside of the right passenger trunk bracket arm) also doesn't work I assume it's not the key fobs themselves. Your 98 manual is correct for your car.

If you don't have the Panic button then sorry, you can't program yourself, the dealer will have to program it to the RKE (Remote Keyless Entry) module in the vehicle, using their DRB scan tool.

Many full service locksmiths have the equipment to clone your old fob if it is a factory equipment. Otherwise the dealership should be able to get you another but you will probably need your VIN and if you have a spare key you should take it with you to the dealer.

PROGRAMMING REMOTE KEYLESS ENTRY TRANSMITTERS (RKE)
1. Install scan tool
2. Turn the ignition switch to ON - do not start engine
3. Select "Remote Function Actuation" with the scan tool
4. Select "Special Functions"
5. Select "Program Key Fobs"
6. Select the number of key fobs to be programmed
7. Press and hold the LOCK and UNLOCK buttons on the first transmitter simultaneously for approximately 15 seconds. The door locks should cycle (Lock and unlock) to confirm that the programming of the first fob is complete.

9. Remove the scan tool
10. Exit the vehicle and operate transmitter functions to verify correct programming and operation.
