Your throttle valve and idle speed control valve are sludged up. here is what you need to do to correct this, buy a can of CRC brand throttle valve cleaner, spray it into the running engine while holding the throttle up so it will not stall, use up about half the can, then spray and stall the engine out, let it stand for a few hours or overnight, that will let the cleaner soak the sludge and it will free up the system to properly control idle speed.
