SOURCE: having idling problem on 1990 buick lesabre limited

Check for a vacuum leak. You may need to adjust the IAC(idle air control). If the power brakes are also very hard then its a vacuum leak.

Stuck throttle plate . gummed up with varnish or a problem with IAC valve . IAC - idle air control valve ! Videos on youtube , how they work how to clean . Idle Air Control Valve Could have unmetered air entering the engine pass the MAF sensor , a bad MAP sensor ! I would check the throttle plate first , if dirty clean it . "unidentified" Fuel System issue - check engine light on

What you have is a vacuum leak in the evaporative emission line.
The solenoid valve or line is broken allowing un-metered air to enter the intake system and is causing the high idle.
Once the leak is fixed, the codes can be cleared and you should be OK barring any additional problems, but the vacuum leak needs to be fixed first.
Let me know.
