Relays have nothing to do with it,you need to have the correct key fob for your car to reset it,eventually you wont be able to start it,this is warning lights.the fob has a chip in it,contact the ford dealer for help.

2003 grand marquis ign on no crank no spark fuel pump works

Sounds like anti theft is Tripped... but you could try
looking in the fuse box to see if there is an ignition fuse. Accessories should come on then gauges ( gas, warning lights) then fuel pump followed by some clicking as the relays pop to life and injector click... if you are not getting this then look at the dash and see if a key sign is lit or the word theft is remaining lit... if no lights and no power check the headlights and horn to rule out the battery... if that all works check the fuses in the dash...

What are the EATC reset codes?

your anti theft device is activated, you need to lock and unlock your doors a couple times with the key fob,not the key,and then you need to put the key in the ignition and start it,if you dont have your key fob, call your car dealer to get a new one, they are programmed for each car only, you cannot bypass it.

My 1999 Mercury Grand Marquis wont start and I just put a new battery in it is there an anti theft device or button in the trunk

There is an inertia switch in the trunk, but that only comes into play if the car is in a wreck. It shuts off the power to the fuel pump.

Anti-theft system

You have to have 2 keys that are already programed in order to program another key. The procedure is cycle 2 programed keys in the ignition switch one at a time pausing 3 secs each time in the run position or until the antitheft light proves out. Then cycle an un-programmed key for 3 secs and the same for any addition key.It will have a limit of 8 keys.
If you do not have 2 already programmed keys then you have to have a scan tool that will perform security access and key programming.
