I have also had the same problem with my navigator and the culprit turned out to be a fuse... a 5 amp fuse that is for a relay... if you get a fuse tester and check your fuses on the inside fuse box... It should be a 5 amp fuse and i wanna say its in the middle row

SOURCE: taillight fuse keeps blowing
Hello, First off you have a direct short...this is where there is high resistance in the circuit such as corrusion from a water leak, rain or bad seals or a short to ground. Often there is a problem with bulbs that appear to be the same catalog number that match, yet they may have different filiments or bases. THE OLDER VOLVOS WERE VERY TOUCHY WHEN IT COMES TO CERTAIN BULBS AND THEIR METAL BASES.
Did you recently replace the bulb in the 3rd Brake light assembly in the back window? I just checked all Toyota service bulletins on ALLDATA and MITCHELL for this model year and found nothing.

Fuses nearly always blow because of a bad earth. The switch only needs to short for a moment and the fuse will blow.
See if you can find a replcement swtich from a local breaker's yard or ebay and go on from there.

Are the bulbs out of the sockets and the fuse blows?
Take bulbs out and check again
Place one back at a time if fuse was OK with bulbs out to locate bad bulb.
Do this........if still needed with bulbs out and fuse blowing.
Put a circuit breaker in to replace the fuse of the same amperage.
It will trip off then back on.
Use a standard cheap magnetic compass........place along lighting wiring........the wire with current will cause the needle to jump as circuit breaker trips on and off.
Follow path of current to problem.....the compass will stop moving once past the shorted /grounded wire/connection.
