1999 Chevy Metro LSI Loss of acceleration power, on take off only. I have no acceleration power up to the speed of 10 - 15 MPH, after that the car runs fine.

Could be a dead spot in the tps or maybe it needs adjusting.
here is a procedure to adjust:

0900c152800488e3-j1axptdruxmkgupulmd503d3-4-0.gif . Fig. 1: Throttle position sensor testing
  1. Connect a digital multimeter to the throttle position sensor terminals 1 and 2. Measure resistance.
  2. Insert a 0.012 in. (0.3mm) feeler gauge between throttle stop screw and throttle lever.
  3. With retaining screws loosely installed, turn throttle position sensor fully clockwise, then slowly counterclockwise until digital multimeter indicates 0 ohms (continuity).
  4. Tighten screws to 18 inch lbs. (2 Nm).
  5. Insert a 0.035 in. (0.9mm) feeler gauge between throttle stop screw and throttle lever. Digital multimeter should now indicate an open circuit (no continuity).

It may be your power booster. I had a car that did that and it was the power booster went bad. I hope this helps.

Wont exceed 20 mph

does it idle fine but sputter and want to die as you continue to accelerate? Had that problem recently in a dakota. changed the fuel filter and it helped but then continued to do the same. replaced the fuel pump and fixed the problem.

1999 Toyata Corolla will not start unless accelerator is depressed. Only continues to run in neutral/park if accelerator is depressed. If shifted to drive engine dies. What are the possible explanations?

check and clean/replace (idle air control) IAC valve. Its probably sticking or motor may be dead, replacing the unit is recommended. This unit controls your engine idle. Hopefully this helps

2000 Volvo S40

one unit that operates ratio changes and is connected to the engine is that vacuum operated actuator on the transmission
it is possible that that unit is failing , vacuum hose is leaking and that will cause ratio changes as the vacuum varies
run the fault codes to check for wiring problems or VSS or TCM problems as well
