Check power to the outrigger switches in the cabin. I would contact Kobelco and get your self the manuals. May even be able to just get them to e-mail you a digital copy.

1994 plymouth acclaim wont start doesnt turn over at all and no clicking noise

make sure the battery is chaged first if it is then make sure all the terminal connectors are on tight then if issue persists it could be the sylnoid or the starter you can have the starter tested by removeing it and bring it to an autoparts store

Cant got it to turn over

Don't know if you have a 1 or 2 small terminal solenoid. You should be able to take a power source and remove the small wire at the solenoid and hit the small terminal with power to get the current through the solenoid.
Then if it cranks the ignition switch or small wire from the ignition switch is no good.

You should be able to check the starter with the heavy wire from the solenoid. If you tap the heavy starter wire with a hot wire from the battery it should arc or turn over. If it does not, the starter is dead.

If you do not know the history of the truck, someone may have a kill switch rigged to the solenoid.
