Don't have much info to go on here but several things can cause a "hissing", and unfortunely none are good.These can be an overheating problem(steaming)or could even be compression escaping when motor is turned over..none of these are easy(or cheap)fixes.
Check the owners manual, it is described there. The vehicle has lost the ability to recognize the code sent by the remote. I dont remember too well, but it involves turning the ignition switch to the #2 position, while keeping the remote pressed, then the alarm light starts flashing, and the procedure has to be repeated. Also make sure that you have all remotes at hand, because the spare remote will not work either.
Programming When Key batteries completely discharged. Key batteries not replaced within 60 seconds. Key added or replaced. DO NOT press remote control buttons during battery replacement. How Unlock vehicle. Enter vehicle. Close driver's door. Switch ignition ON and OFF. Remove ignition key. Press and hold unlock button Fig. 1 . Press lock button Fig. 1  briefly 3 times within 10 seconds keeping unlock button  depressed. Release unlock button Fig. 1 . Some models: LED Fig. 1  flashes slowly for 10 seconds. Some models: Central locking system locks and unlocks rapidly to indicate correct programming. Some models: Repeat above procedure if central locking system does not work and LED does not flash or LED flashes continuously
To change batteries remove panel back of key then screws on plastic bar
Batteries are available from your local motor factor shop
You might not need new batteries try re programing as described above
does this car have an aftermarket alarm system? it sounds like it does, as i dont ever recall seeing a blue flashing light in one of these cars. do you have an alarm / auto start remote control? try locking / unlocking the car several times with the remote, if it has a remote start try starting it with the remote a few times. try locking / unlocking the car with the key. good luck!
