You don't say ig u have done any repairs to fix this problem, here are the common area's if there is no check engine light on, dirty throttle body and idle speed control valve, the next is a defective MAF sensor which is located in the air intake hose to the engine, and last is a fuel filter issue. clean the intake and idle speed control air bypass valve by do the following:
Get a can of intake cleaner from any local parts store, not carburetor spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

Next I want you to clean the inside of the MAF sensor with spray MAF cleaner, look at the flex hose that delivers ar to the engine in that hose (sandwiched in between two sections of hose) you will see a large part just before the engine, it will have a 5 or 6 wire connector going to it, remove one hose and spray the MAF cleaner through the sensor, spray all around the inside.

It is also a good idea to have the fuel filter and air filter changed every 30,000 miles, so if that hasn't been done do that, another thing you really should have the engine control computer tested for trouble codes, any Autozone or Kragen will most times do this for free except in Calif, if there is a trouble code in memory don't accept advice from the people there, they just want to sell u parts and are not trained automotive techs.

1999 Mitsubishi Eclipse whining noise from the rear when accelerating

A whining noise during acceleration usually, is from the gear set, indicating the pinion is too close to the ring gear.
I believe the eclipse is a FWD car though. Could it be the transmission you are hearing?

check your upper control arms, does it happen when you step on the brakes or just when driving, you might need a balance of all your wheels or the tires you have could be bad.
