Question about 1995 Lincoln Town Car
Sometimes if you let it sit for 10-15 minutes it will start. Changed fuel filter, seemed to be better but after 1 week started doing it again. The last time it happened it sat for 2 1/2 hours, would not start.
I tapped on the fuel pump relay with a screwdriver handle, still no start. I tapped on the EEC relay and it started immediately.
First, try swapping the eec relay with a known good unit and see if the problem persists.
Second, you could be experiencing a problem with your ignition module overheating, causing high resistance in the circuit. When the vehicle sits for a while, the circuit cools and will allow the current to flow again.

Check your idle air control valve first, then go to your PCM.
