The throttle is sticking making it lose power

check the links one on the peddle and other at the intake. remove the cable at the intake side and check movement, if it feels ruff when pulling the cable replace as its damaged some were in the cable. fit new cable but before fitting spray some grease or bike chain oil in the cable shield so it comes out other end and leave to drip dry before fitting this will keep the cable form sticking in the future, if the cable is fine and moves free. it could be thew links on the intake let me know and will go though this with you.

Sounds like you have an air to fuel mixture problem, have you put a scan tool on it, being a gm i suspect it may be the mass air flow sensor/map. Pull the codes to see why you are dumping fuel

When it is damp outside my car runs ruff and acts like it loses power, like it's cutting out

I'd start with plugs and plug wires. Plug wires react like that when they get old, moisture/dampness is first signs of plug wire failure. Distributor caps react the same also.
