Look for the fusible link box under the hood near the battery. There is a good chance that something shorted one out they look like a giant fuse.

One of two things is possibly wrong, the starter solenoid is bad or the starter has failed. Sounds like you battery is fine.

I have a 98 chevy tahoe. The #9 fuse keeps blowing.

Try disconnecting one feed wire at a time to see which circuit is shorted to the body/frame of your Tahoe. If you disconnect the trailer lights first and the fuse still works, look for the short circuit in this wiring. Auto electrical problems take time and patience to try everything, but one step at a time.

Power supply outlets not working

If the supply is good, then either the connector to the lighters may have come loose or broken, or the grounds for both have been lost. Use a testlight and check for power at the lighter socket.

Depending on what type of trailer you have, a blown lightbulb on one marker could kill them all (like the old Christmas light strings). Look at those, and make sure your ground is good.
