Question about 2003 Chevrolet Impala
Hi there, If all the relay are ok, then could be the relays are not working. Easy way to know if relay is defective is that you can't here any "tick" when you switch on hazzard or signal light. Find the corresponding relays on you relay/fuse box, then try to swap relay with the same model number just to check if it will work. You may need to buy new one if you find it defective, relays can not be repaired.
