I own a 1999 Buick Regal GSE with 94K miles. I recently noticed that my dashboard lights sometimes come on, and sometimes don't. Sometimes, during the day, if my dashboard lights are on, and I pull out...

In the 99 Regal, the headlamp switch is also the dimmer switch for the instrument cluster.
With the headlights on, try rotating the switch to bring up the "nighttime" intensity.
If the headlight switch has a pre-set dimming function for the instrument cluster lighting (in other words, not adjustible by rotating the knob), then
replacement of the headlight switch would be the only way to fix the instrument cluster lighting problem.
See Wiring Schematic below.

Disconnect the negative battery cable. If it is equipped with tilt steering, lower it to the lowest position. Unfasten the 8 clips that retain the instrument cluster bezel and remove the bezel. There are 4 clips on the top of the cluster and 4 on the bottom of the cluster bezel. Unplug the electrical connections from the headlamp switch, dimmer control and any other accessory switches that would interfere cluster removal. Unfasten the 4 cluster retaining screws and remove the cluster making sure nothing contacts the circuit connections. Turn the bulb assembly 1/2 turn to the left to remove. To reinstall, Install the bulb assembly. Place the cluster into position without touching the connector pins. Install and tighten the cluster retainers. Install the remaining components in the reverse order of removal.

The odometer and fuel gauge are not working my my 1990 buick regal custom. I've been told I had to replace the instrument cluster - any idea where I might find one?

Next to a dealer, a salvage yard should have one. If there is not one where you are located you can do a search on the internet and find one that has the cluster and they can ship it to you.

Difficult to explain step by step. You need yo remove the instrument cluster. If youre technically minded its not very hard, start by loosening the Phillip"s head screws that is visible on the panel directly under the instrument cluster, give it a try!
