Sounds like you have the onset of a charging problem. Check the operation of you're alternator, or possibly an internal short in the battery.

1997 honda civic 1.6L DX SRS Air Bag light stuck on after drove throo heavy rain!

A code reader may not access the body computer, but a professional scanner should. You may be able to research the air bag system online and find a way to make the light flash the codes.
I would guess after reading your description one of the front crash sensors got water in the connector and the sensor has failed.

The airbag light on dashboard is on. What does it mean?

Maybe a crash sensor went bad. Right now the air bag system isn't working. Best to have a certified tech look at the problem. The air bag system maybe still under warranty by the dealer because it's a safety feature. I would check with the dealer first.
