Question about 2000 Volkswagen Passat 4Motion
Ok, you need the lighter to power your scanner, got it. Verify that the lighter socket is or is not working by plugging in another component such as a cell phone charger, or checking with volt meter a suggested by Jimmy Nutron. If it does not have power, check the fuse again. Take it out and give a good visual test i.e., the fusible material has not melted or the inside is not cloudy or blackish. Or you can test the fuse for continuity with a multimeter. If you do not own one. The Velleman DVM850BL can be purchased from MCM Electronics for 13.95 and even lower on sale. This by far the best bang for the buck in digital multimeters and even has a transisitor check fuction. Test your circuit by measuring the voltage across the fusebox terminals. It should read about 13 Volts. Zero Volts means there is no voltage from your system and there is an issue like a cut wire or bad fusible link. If this is OK, try removing the lighter adapter and check that the positive spade connector is still in place on the lighter center conductor. Check the ground to chassis which should be less than 0.5 Ohms. I all this fails you can use an alternate 12V DC source. Make sure that the new source is grounded to your vehicle and fused properly to the rating of your scanner. Your scanner's lighter adapter most likely has a fuse built in or an over current protector on the PC board. Safer is better. You can find fused female lighter power adapters at Radio Shack. Connect it staight to your battery so you can use the scanner untill you get to an automotive electrician to shoot the problem further. Best of Luck!

I would put a red volt meter lead on the middle and a the black lead on the outside. If it checks above 12 vols, the lighter itself is bad. If no voltage is present, you have to check all the positive wires back to the battery. If those are all working, you have a bad ground.
