Have you had your brakes done lately? If you have drum brakes, there may be adjustment covers on the backside of the axle. If so, you need a brake spoon or flat screwdriver. Jack up the rear wheel and turn the adjustment star until you just hear the brake shoe hitting while you turn the wheel. Then press the regular brake and recheck the wheel. If it is more loose then tighten 1 or 2 notches. Repeat on second wheel. Now you should have brakes on the hand brake. Be Safe

Adjusting the Hand Brake is quite easy

At the bottom of the Hand Brake Lever , you will see the cable with like nuts (teeth) on the cable locked by the lock on the lever it self, you will need to open the lock , take the cable off the lock , drop the handle down and put the cable back on the lever and lock it.

That is how the hand brake is adjusted on the Smart car 2002 model

If Disc brakes jack up wheels , make sure the cable is not binding or frozen , pull hand leaver on three clicks, adjust cable till brakes just start to bind, release hand brake and check the wheels are free to turn. How to adjust hand brake cable

If you can't adjust at the brake lever itself under the dash, you should be able to adjust it when the cable t's off underneath the vehicle. You may need to replace cable. May be streached too much.

How to adjust the and brake

OK, if the hand brake is too high and is not holding the car on a hill, then the rear brakes should be adjusted. If the brakes in the rear are adjusted tightly, the hand brake should return to normal operation. If not, then the cable will have to be shortened by twisting the adjusting nut (or screws) to tighten due to a stretched cable.

Good luck on this repair.

You need to adjust your hand brake (e-brake) you will usually find the adjustment bolt under the console between the front seats, or under the dash, depending on the type of hand brake you have. it looks like two cables going to a crossbar then single cable from the crossbar to the hand brake. at the end of the cross bar will be a nut that you use to adjust the hand brake (make sure you hand brake is off before adjusting it)

HOW DO I ADJUST A HAND BREAK THATS LOOSE?

I recommend you get a Haynes repair manual on your vehicle as there are several adjustments you may need to look at. If this is the first time you have had this problem and have less than 50,000 miles on the brake pads then it is most likely the cable and there are a couple of places to adjust in most cases. If you have 50,000 or more miles on those read pads you may need to replace the rear brake pads. The manual will help you in doing this repair correctly.
