Replace the regulator that you are talking about which is probably the starter solenoid or also called the starter relay by Ford. They will go bad and only cost about $30 from a dealer or auto parts store, so it is relatively cheap to replace. I actually just replaced one on our family owned Ford F-350 last year which is a 2000 and had the same symptoms, really simple to replace for anyone. Let me know how this turns out.

The "regulator" you are referring to I believe is the anti-theft module. When you tap on the module you are apparently allowing a temporary connection to the module that is allowing the module to see the key code, validating the key and allowing you to start the vehicle.
I would first pull lightly on the connector at the anti-theft module and see if it pulls off. If it does, the connector was not locked and was causing the problem. I the connector was locked, disconnect the connector and inspect the connector terminals. Look for corrosion, either green or gray colored powder. Look and the terminals and make sure they all look identical in the connector, same height and width.
If all checks OK, the module may need to be replaced. Unfortunately you will have to take the vehicle to the dealer for installation and configuration of the new module.
Below I have attached the starter wiring diagram for you Expedition for you to review.
Good luck.

TAP ON WHAT REGULATOR? THIS SOUNDS LIKE THE KEY SENSOR MIGHT BE DEFECTIVE IN THE IGNITION LOCK CYLINDER, DOES IT DO THIS WITH BOTH KEYS? 1ST THING TO DO IS TRY THAT, THIS MAY BE A DEFECTIVE KEY AS WELL. I AM A 25 YEAR VETERAN FORD DEALER TECH SO KNOW THIS TRUCK WELL.

My 2000 ford f150 won;t start .i replaced the neutral safety switch, it started fine for a while but wont start now. i have to bump start.is there a relay in that circuit?

THERE IS A STARTER SOLENOID LOCATED UNDER THE HOOD ON THE RIGHT FENDER WELL. CHECK TO MAKE SURE YOU HAVE BATTERY VOLTAGE ON THE LARGE RED WIRE ON THE LEFT SIDE OF THE RELAY. IF SO USE A TEST LIGHT ON THE SMALL TERMINAL, YOU SHOULD HAVE POWER TO THIS WIRE WHEN HELD IN START POSITION HAVE SOMEONE HOLD THE KEY IN START WITH CLUTCH PEDAL DEPRESSED WHILE YOU CHECK FOR VOLTAGE AT THE RELAY WITH A TEST LIGHT. IF YOU HAVE POWER THEN THE SOLENOID IS BAD

Why wont my car crank in park? But will ini neutral?

The trans-axle probably has two safety switches - one for neutral and one for park. The switch that senses the shifter's park position may have failed or a connector has come loose. These switches are usually accessible from outside the trans-axle or transmission, and are not terribly expensive to replace or service. Since the vehicle starts in neutral I would just live with it for the time being.

EXPEDITION STARTS UP FINE BUT DIES SOMETIME WAIT IT RESTARTS

There is a cold start "sequence" which is suppose to reset the engine controls as if you had a choke. This sequence is triggered by water temperature sensors on the engine.

This sensor is different from the one operating the dash gauge. It is probably stuck on a "hot" setting and the engine controls do not reset.

My 2000 Dodge Caravan won't start

Are you saying the engine will not crank, or crank but will not start ?
None of the engine sensors come into play until after the engine is cranking.
Cranking problems can include the neutral safety switch and other factors with the crank circuit back to the key switch.
