Are we talking about the plastic-rubber cover on the shock absorbers?
Yes they can be replaced. However if they are worn then you better replace them quickly before dirt and dust damages your shocks.

I have a problem with my 1996 landrover discovery, when going over a bump the vehicle goes out of control veering to one side. I had the steering wheel damper replaced, the vehicle no longer shakes, but is...

It should not go out of control. It might still be the damper, if not nstalled properly OEM dampers are not great. The last time I replaced one I bought a heavy duty ARB damper and it solved my problems

All starters are in the bell housing somewhere, either left or right side.

Landrover discovery wont start but battery is good

This usually is the starter, especially if your truck has had an oil leak going for a while as the oil will run down into the starter and cause it to intermittenly fail. Also check your battery terminals and make sure you have a good connectivity.

Since getting new tires(Michelin Latitude)my landrover discovery II LE7 rides much more smoothly on the road but still shakes badly when I drive over a pothole. Is this normal or should I be thinking of...

Michelins are great tires for LR cars I absolutely demand them on new ones that I buy as they have used Goodyear wrangler HP's which are junk and wear poorly with horrible noise. If you're steering is shaking the problem is the steering shock absorber a very simple fix, Buy an aftermarket ARB it will lastf longer.
