From my experience...
A non PATS coded key SHOULD not turn the STARTER...!
If ANTI-THEFT were invoked... you can attain a not start condition which the Owners Manual says must be cleared by the dealer.
A working PATS key should disable the anti theft... by turning the ignition on... ELSE try your other key.

passive anti-theft system is not compatible with
non-Ford aftermarket remote start systems. Use of these systems may
result in vehicle starting problems and a loss of security protection.
it sounds like the dog gear on the motor is stuck, try putting it in gear and rocking the car back and forth a few times, take it out of gear and try the starter again
Re;2007 mustang will turn over and even start but dies out immediately a if you killed the ignition.
Engine cranks & starts,stalls w/key released to 'run' position ??
if its a handchiffted gearbox put in highest gear. puch the car to the front and back till you hear a click. if he starts .check the ignition.if this is not correct the car have a death spot.
Does the engine crank ? If so do you smell gas ? If you smell gas you have a spark problem. If you do not have any fuel coming up then check the fuel filter and fuel pump. Let me know.
So does he have spark at the distributor but not at the plugs? I'm not sure what you mean by fire coming in but not coming out. I build alot of these cars.
