The dash lights should work in any position. If you mean the warning lights, that and the turn signals go thru the key switch, so that could be a problem with that switch.
Well the brake light and turn signal circuits are on two different fuses, but they both go thru the turn signal switch. So I would start by checking for power in and out of the turn signal switch for each circuit.
If you replaced the column as a complete unit from a salvage yard, and all of the wiring is connected, the turn signal switch could have been faulty in the used column. You would need to check for voltage at the fuse and then at the connector for the switch.
