CVPI fresh out of the auction. High beams don't work. Probably cut out when police sirens and strobes cut out. Any ideas where to look?

Prior to 2003 CVPI, check for a cut green/white wire running to both lights..

2003 + Check the wig-wag connector in front of the grill to make sure the clip is connected so it allows normal operation

My high beams will not come on, the low beams work great, is it possible that both bulbs burned out. The high beam indicator works but the high beam lights don't, what could it be?

Yes, it is possible both are burned out. I recall a police car coming in for no high beams, after some diagnostics I found both bulbs out.
The vehicle probably uses relays under the hood (year, make, model???) if it is one relay it could have bad contacts. Have someone turn beams on and off, listen under hood (key on, engine off) for a clicking sound, this will be high beam relay.

Could be two easy things, voltage drop from engine starting, alternator has a blown diode so is only supplying DC on and off as it rotates a cycle, or possibly switching to high beam but problems with relay performance/wiring. That latter reason happens on vehicles that has been used as police cars.

Low beam dont work

usually both lights don't go at once so it is probably the resistor on the same circuit, probably just a fuse or relay! get a wiring diagram for illumination and test the circuit with a DVOM, bet you just have a bad connection, or loose wire, bad relay.....

My headlights don't work, but the brights do. What caused this and how can I fix it?

Every headlamp has a bulb inside that has two filaments one for high beam and the other one for low beam, if any of those filament is cut then that beam (High or low) won't work. If your high beam work then your fuse it's ok, so you can visually inspect your headlights bulbs for broken filaments. remove bulb socket and remove the bulb carefully to inspect the filaments. if the filaments are atacched from one terminal to the other then the bulb it's ok, if not replace the bulb.

One high beam won't work.

There should be black split tubeing from the head light. Untape and check the connections that have been spliced. Usually the police flasher was hooked up at that point. You may have to follow the wires back to find the break.
