Check the black plastic vacuum line that is located on the passengers side of the engine and operates the vacuum functions for the internal a/c heat controls. The vacuum is drawn from the intake manifold. There maybe more than one vacuum line, but this will cause this problem.

Heat blows out of top vents but bottom vents blowing cold air. What should I do?

Check the heater and vent doors for the bottom vents to see what's going on. Maybe the external vent doors are jammed open by leaf trash or dirt that came through the vent screen. Another possibility is a broken control linkage to the door(s)

Air conditioner

Check whether the warm air isn't going in with the cold air .Coolant line that runs into the firewall on the passenger side of the engine which is toward the bottom half of the firewall on the passenger side. If there is warm air going into the vents with the cold air then it blows warm air. You may have to shut it manually because it gets stuck sometime. Check it out.

99 GMC Sierra 4.8 1/2 ton 2 wheel drive new body style ac does not blow cold air from the front vents on the dash? Still get some cold air from bottom by floor vents,

if both vents are blowing air in general then you may need to get your air conditioner recharged, but if the front vents aren't blowing at all then you may just have a jammed vent flap and you can fix that from under the hood next to the blower motor. check you rowners maual for the exact location

Heater blows cold air from top vents after running for 1.3 hours

Sounds like you may be able to fix it by flushing your antifreeze and back flushing the heater core. Some car owners cheep out and put stop leak into the antifreeze, others dont change there antifreeze at all. Both are mistakes.
