Hi, Your belt is put on incorrectly that is why the power steering doesn't work. Try to redo it.
We have looked for a diagram and no where to be seen. My advice is go get a manual. (Haynes)

DUE TO THE AGE OF CAR, TIMING BELT WOULD BE A GOOD IDEA, YOU DO NOT HAVE TO REPLACE WATER PUMP, BUT IT WOULD BE A GOOD IDEA..GAS AND OIL HAVE NO EFFECT ON TIMING BELT OR WATER PUMP.....
Pull on the belt to see the tensioner pulley move put a wreanch on the nut holding the pulley on and pull the tensioner back as now the belt is loose slip it off the easiest pulley to grt to. work the belt off the reat of the pulleys and work the new one back on till you getr back to the easy one pull back on the tentioner and slip the belt over the easy pully letting loose of the tenstioner will keep the belt tight.
this car is not equipped with a timing belt, it utilizes a timing chain with an automatic hydraulic tensioner. no replacement interval! keep up on your oil changes and the chain should have a very long life!
