Hi,
Generally this is not the case. if you are cold starting the engine. However if you are starting the car with the Air conditoning on the fans do come on.
Check the engine coolent level , also check , a chocked raditor grill or dirty engine oil can also cause and increase in engine temperature thus triggering the fans.

Usually no, unless car hot, or AC or defrost is on.

Why is the cooling fan always running when car gets warm on my 2003 hyundai elantra

It is easier to cool a warm engine that to cool an engine at almost over heat condition. So manufacturers run the fan as soon as the engine gets to operating temperature and that gives the cooling system more control of the heat in the system

The ashtray light should come on automatically on a Hyundai Accent when you open it. If it is not coming on you could have a blown bulb with any auto parts store carries for around $1-5.-------------------------------------------------------------------------------------------

Car overheats while driving with a/c on, cools off when I come to a stop.

Sounds like the fan is not actuating when you turn on the A/C. Try running the A/C when the engine is cold; the fan should come on no matter what the engine temperature is.

My 2003 Hyundai Matrix appears to be overheating but cools down when the internal heating system is turned on full. Is this the water pump failing?

not sure here without getting it hot and running my hands over the rad to see if its hot around the edges and cool in the centre where the fan is as this will signify a chocked up radiator but if its cooling with the heater on full blow then i would suspect a cooling fan fault ,as a water pump plastic impeller fault would not push the water through the heater matrix ,Also i dont think this vehicle has the plastic impeller but a metal one if my memory serves me correctly ,check the cooling fan electrics as iam sure this is a temperature switch fault

Try to jump the fan out. and wire it direct. The temp switch might be bad, and not kicking the fan in??? Also have you changed to theromatic out, It might be stuck???
