It is the flasher relay. check your owners manual.for location and replace it.

Did you check voltage and ground anywhere? Are you saying you changed the combination flasher? What about the multifunction switch?
At the combination flasher see terminal one, battery voltage, something to check.
See terminal 2, that is for left front turn signal, With combination flasher unplugged, if you use a jumper wire connected to battery voltage, touch terminal number two cavity, the left front lamp should turn on, probably won't flash. You might ought to use an inline fuse, just in case.
The combination flasher senses what the multifunction switch is doing.

fuse, then wiggle the hanzard switch 5 times.? cycle it
they get dirty, in 24yrs. then the blinker relay model
and last the combo switch bad.

watch out for shorted blinker lamps. (over twisted, they short)
and causes the module to just shut down.
test eash lamp by hand, to be sure its really good.

I'd start with a new flasher relay (they're cheap). If not that, then go to those lamp sockets and check for corrosion. I had issues similar w my 95 laredo...it was the flasher.

No brake lights of blinkers 1990 dodge dynasty

While not likely, it is possible that the light bulbs in both sides are have bad filaments. Turn on ignition key (but don't start engine). Then turn on parking lamps (first detent or "click" on headlamp switch). Walk around car and look for illumination on front parking lamps and rear tail lights. Turn on the right turn signal. Are those (right hand) lamps now changing brilliance? Try the left turn signal in the same manner. Are those (left hand) front and rear lights changing briiliance? Take note of any positions that did NOT change briliance when the turn signals were activated. If NONE changed briliance, you either have a bunch of bad bulbs (unlikely) or a bad flasher (more likely) or a bad turn signal switch (most likely) or perhaps wiring problems (possible if the car has been in a collision or has been "worked on" by some "non-expert" mechanic). Check the action of the emergency flasher control switch located on the steering column (facing up). Pushing it in (down) should result in the button going to two different heights alternately (low, high, low, high). You could just have bad flashers or corroded flasher contacts! Good luck!
