Replace you fuel system evaporative filter (charcoal canister), the gas fumes evaporated from the fuel tank are pooling in the filter causing very rich mixture and a hard start.

Recheck your timing marks. Sounds like valve timing is off. Check compression it needs a minimum 90 lbs to run. Bet you money the timing belt was put on out of phase.

Every time I put gas in car, it acts like it does not want to start.

Your car may use a 'cold start' valve that supplies more gasoline to a 'cold' engine which means only that it has no residual warmth from operating. This valve can malfunction and need wither cleaning or replacement.

2004 Kia Optima ,if doesn't start, and is not battery or cables, then what?

hi.if the engine is not roaring whenever you try to start your car then you might have a dead battery there. Try to replace the battery first if same thing will happen then this could be a faulty ignition assembly. Instead of buying a new battery try to recharge the battery first at any battery recharging station.

I have a 2004 kia optima with 52000 miles on it. After every fill up at the gas station no matter if I put 5 dollars or 20 to fill the tank up the car won't start unless I put my foot to the gas pedal and...

Two things come to mind. You broke the pressure seal to the fuel system when you took off the gas cap. The fresh gas rushing in disturbs any dirt or debris on the bottom of the tank.
Next time you use the car when you arrive at our destination, simulate what you do when you fuel up. This will mimic everythig except the new fuel rushing in. If it is still hard to start you know it's something to do with the evaporative fuel system. If not, you need the fuel tank inspected .

2004 kia optima

My 2004 Optima did nt have filter exactly. There is only a filter bag type device on the inlet to the fuel pump. The fuel pump is located in the gas tank and is accessed by rolling back the carpet in the trunk... I have 165K on mine and never changed this filter. No parts listed at NAPA or other store for filter. Just put some injector cleaner into the gas tank every mont and should be fine
