Your torque spec is usually based off of lug diameter, if you have 19mm lug nuts then 75#ft should be sufficient.

I would use a torque wrench to torque down the lugnuts to manufacturer's specifications. Make sure the right wheels are on it.

I would use the standard lugnuts originally found on the vehicle. I assume the wheels are steel and not aluminum alloy?

are the rotors, rusty?? salt area??? aluminum? steel? lug studs clean? threads in lug nuts good? lightly oiled? the wheels must be clean and all mating surfaces clean, then the lug nuts should be torqued to spec 60-80lbs? maybe torque them and drive a few miles and torque them again, then again after a week.
