If the vehicle was recently without reserve battery power, those lights are normal. Drive it 100 ft and those lights should go off. If not, I would check for bad grounds since it is several icons lit up.

What does EPC light mean on the dashboard

Probably 'Electronic Power Control'. Is your car a VW?
It's basically a sensor problem telling you that something is amiss. There's many sensors in the engine and also ABS. One of the sensors is indicating there's a fault on that particular system.

If the engine seems to be on reduced power it could be a throttle problem. Also check your brake light switch.

VW PASSAT 03 V6. EPC AND TRACTION LIGHT COME ON INTERMITTANTLY.

First, to read VW codes you will want to get yourself a $50 VAG tool. It will read all your systems, not just the ECU.
Electronic Power Control can go out for several reasons. Check your brake lights with the car running. Check you radiator fluid level. If the car is running bad, you could have bad spark plugs/ wires or ignition coil.
The traction control is tied into the ABS system and often causes problems here as well. Each wheel has a speed sensor and magnet wheel in the hub. You can check these for damage by removing the tires for access. The sensors come out by hand, and inside the hole they come out of is the place to check the magnets with a flash light. Apply a small amount of wheel bearing grease to the sensor.
The control unit goes out in these systems at an alarming rate. They can be easily removed, and repaired for under $200 at modulemaster.com
Since it is intermit, I suspect most likely a loose sensor, or electrical connector.
If your brakes feel squishy at all, bleed the brake lines of air and contaminants.
Good Luck!

Brake lights not working and EPC light on the dashboard

probably you have either fitted the wrong bulb, accidently fitted the bulb wrong or shorted out the wiring or holder, look in your handbook for fuse location and double check your hatch bulb.

Epc light on dash and brake lights not working

I doubt it's the fuse. A very common problem is the brake switch on your brake pedal goes bad. This causes the EPC light and no brake lights. This switch was recalled by VW in 2007. Here is the story from USA Today

VW POLO-52 plate EPC light on dash

My Polo had a similar problem and the brake light switch at the brake pedal was replaced. Then the computer was reset and the EPC light issue was resolved. It has something to do with the engine management, when sensing the light switsh being activated, retarding the power of the engine.
