Seems that the fuel pump quit, check for fuel pressure, check for spark in the plugs and the fuel filter.

I would check every single fuse in the car. Blown fuses can cause weird issues like this. While the initial issue with the mechanic does sound like an alarm problem....the rest does not unless the shop that installed it really butchered the job.

Got a low votage msg couple of weeks ago and replaced the battery. Got the same msg a few weeks later; went away for a couple of days and when I came back car would not start. Took it to Pep Boys to run...

If the battery is not recharging while the car is running, bad connection between alternator and battery. If it is dying while sitting, but charging while running, something is draining it. What? Who knows. It could be anything from a clock on the radio to an engine fan that doesn't stop. Look for anything electrical that is on when the car isn't. ANYTHING. Even the smallest light can pull more juice than you'd expect. Good luck.

No power to starter

Depending on how long it's been since it's been submerged, I'm thinking wiring is still wet. I had a car get flooded to the floorboards and it took drying out for three weeks before it would start. I used to take a hair dryer to my old Mustang....I'd even take the distributor cap off and blow it in there. Another option is to open the hood in the bright sun and let the sun dry things out for a few hours. It might take more than one day...like I said, it took 3 weeks before my car would start again.
