might not be. high beam is directly connected and controlled by the switch in the steering column. that would be a great place to start trouble shooting. i have found a lot of problems from contacts over heating and melting the plstic holders on those switches.

you may need to replace the blinker module in the steering column , i cant see it being the bulbs themselves you can check them over as well

I have heard it could be the Daylight Running Light module located under the dash above the brake pedal. The module controls both the daytime running lights and the low beam lights. The high beams are independent of this module.
I have the same problem. I am trying to buy a new module.
