Do the RPM gauge supose to move up on dash when cranking?

All of these point to a problem with the Throttle Actuator Control Motor. However, the problem may also be back at your engine control module (ECM) since you are also getting faulty tach readings. In any case, diagnosis of the problem will probably have to be done at a GM dealer - I expect as a start either the motor or ECM will have to be replaced, and the throttle body internals cleaned. There can be a DTC for a faulty ECM but not always, depending on the failure mode. The ECM controls spark timing through the spark control (ESC) module. The ESC may be faulty, but at this point the only practical way to find the problem will be to start by running a full diagnostic on the ECM.
