2000 peterbilt. Why no power on hills?

diesel engines that has a power loss , (1) ck you fuel filters fuel pumps and make sure its getting all the fuel pressure , sometimes the lift pump goes and its runs only on the injector pump (but with no power ) second ck your air intake filters , ck your intake hoses , follow it all the way thru the turbo to the intake , look for cracks in flex connectors and missing clamps

also if your needing a pulling truck id look for a slightly larger engine for this one , as I do belive this engines only rated for about 312 hp and that's at about 22oo rpm !

this engine is common to find in medium sized earth moving equipment

The back red lights of my 2009 peterbilt stay on even if the engine is shutdown.. what can possibly be the problem?

check out the brake light switch either under the dash at the top of the brake pedal or on the brake valve body. It is probably stuck in the on position

07 peterbilt turn marker lights on brake lights come on, turn them off and hit brakes and marker lights come on

The filement within the bulb breaks. Sometimes, once broken the hot end can make contact with the other circuit in a two filement bulb causing the type of problem you describe. Check bulbs and sockets all the way around your rig.
