If it is turning over it is cranking. Presumably you mean it doesn't start or isn't firing.
Begin by checking the spark quality and power. It could need the contact breaker points cleaning or replacing - they often do. It looks as though it has been idle for a longish time. Check spark plugs, distributor cap, rotor, timing, check compressions and use fresh petrol.
