Yes that is cat efficiency code for the bank2 (drivers side cat). When the PCM runs the cat efficiency monitor it compares the switch rate of the front O2 sensor with the rear O2 sensor to determine the ratio. If it falls below a programmed limit this code will set. There are usually 2 things that causes this. First is a lazy front O2 sensor, if your front O2 sensors have not been replaced in a while I would try replacing them first.
2nd is a bad catalytic convertor. If replacing the front O2 sensor does not correct your problem you will unfortunately need to replace the cat.

Replace the coil pack once more. I went through 2 new ones on my f150 on one cylinder. One worked, the other didn't (both new off the shelf). Condensation build up in the boot caused mine to misfire. Anytime you replace a coil pack, squirt a little silicone grease inside. This will prevent condensation from hitting your plug. Fords are notorius for this problem, especially if you live in a humid area. Also, make sure and clear the codes after you make the repair.

mass air flow sensor is not the problem, I had the exact same problem and have done much research on this. Check the PVC rubber hoses, especially the elbows for cracks. You probably noticed your gas mileage has been horrible too. Hope this helps
