Distributor rotor on wrong. how do I fix it?

the rotor cannot be installed wrong. you probably didn't return the cables to their original positions. is your distributor cap marked with a #1 near one of the terminals? your firing order is 1342 so look and see which two cables are placed wrong. depending on which way your rotor spins, the order must be as stated. you will find that only two wires are mixed up because if it is completely wrong it would not start at all.

Steering wheel bibrates after (recal spark plugs) were replaced and it never did before.

sounds like plugs were gapped wrong or the firing order was changed by wires being put on the wrong plugs. take it back where the recall was done this will drastically affect your milage

Some one did a tuneup wrong how do i fix this problem

You need to find the firing order on the top of the block or out of a Haynes manual for your car and motor. You may be able to look it up online as well by putting in firing order (year) Oldsmobile intrigue (engine size). Here is some info that might help.
