I think there's a fan controller under the plastic piece on top of the radiator where you tap. Might need to replace the controller.

Check to see if the fans are connected to the wiring harness, if radiator was removed the shroud and fans had to be removed, are fan motors connected to wiring harness, are there any damaged wires at connectors, check the fans fuses at fuse box (Power Distribution Box) in the engine compartment (front right side)(push in on tab in front of box lift up then back to remove cover), Engine Cooling Fan Fuse, Yellow 60 amp, posistion #49, Check the Relays, Engine High Speed Cooling Fan, posistion #R8, Engine Cooling Fan, posistion #R9.

How do I fix the problem of my cooling fan not turning off when the egnition isnt running for my 97 mercury cougar?

If the fan finally shuts down when after the motor is cool, then it is probably doing what it is supposed to.

Has it always done so?

If it hasn't always done so, or if it doesn't cut off, you could have a bad fan relay..... usually availablr at autozone or your local copy....

A belt broke while driving and the fan was not turning when I checked as well as the car started to overheat. It is a 2000 Mecury Cougar 6 cyl. Which belt is it that I should look at?

Obviously the belt that broke! The overheating problem is most likely the fan not turningwhich cools the radiator. Check the pulley where the shaft connects to the fan and that will be theone that needs replacing. If you had a belt that broke, I would suggest changing all your belts and hoses. This prevenative maintenance is cheaper than a tow.

Cooling fans won't run

Check the cooling fan relays, and the fuses, also if the thermostat is stuck, the coolant sensor will not sense the hot coolant, and will not activate the relay that turns the cooling fans on,also,if the coolant is low,or has air in the system it will do this also.
