Problem can be in the multifunction switch on the steering column (lever that selects high/low beam and turn signals), in the headlight switch itself, in the Timer Control Module (TCM, also called BCM - body control module), or in the wiring.

In the steering column. The lever you move to activate your turn signals, high/low beam headlights, wipers and washers is part of the multifunction switch.
check fuse 16 in the fuse panel inside the vehicle...if that fuse has power then likely it is the multifunction switch thats bad or the combination flasher
