My 2000 Saturn sl is not getting spark. How do i figure or why?

Start out by checking to see if you have any codes in the ECM, then may want to also check your fuses and relays.
Spark is determined by crankshaft camshaft sensors. Also may be other components but lets not rush into this problem.

2000 saturn SL2 1.9 liter #2 cylinder firing all the way to plug and getting fuel through injector but not combusting in cylinder

First make sure that cylinder is getting sufficient spark and fuel delivery once you have verified the cylinder is getting spark and fuel and theres still a problem with the cylinder misfiring take all the spark plugs out and perform a cylinder compression test the compression for that engine should be no lower then 180 PSI if cylinder 2 is lower then that spec there could be a problem with one of the valves not sealing properly, worn or cracked piston rings or a weak headgasket...

How involved it distributor removal and

it is very easy-for starters there is no distributor,it has an ignition module which is located on the right side off the engine in front-just follow the spark plug wires.the plugs are very easy to get to. on an sl1 the plugs are right below the valve cover-just remove the plug wires and replace the plugs and probably wire also-unless the coils are bad(corroded)you shouldnt have to replace the ignition module.

My 2000 Saturn SL has had new gas filter, new plugs. It start ok, but when I drive it I almost have to have it to the floor and finally it takes off. If I go up a hill depending how steep it slow down to...

assuming the new filter has no leaks, check for correctness of those spark plugs. If you have the old ones throw them back in and see what happens. They need to be correct or you can get operability problems like this.
