SOURCE: The car alarm and key pad will not disarm and the car will not start.
Normal system operation - when the burglar alarm is active, the starter circuit is disabled. Is the battery dead or weak in the keyless remote? Also, is the remote you have been programmed for this vehicle? If the answer is 'yes' to both questions, replace the battery in the remote. Otherwise, place your ignition key in the ignition and turn the key to 'run' (or 'ON") wait 5 minutes, the vehicle should start (if the battery isn't dead).

Hey, I bought my 1995 Nissan Maxima GLE brand new back in July 1994 with factory installed alarm, it just doen't make any sound when you arm or disarm it with remote. The only way you can tell whether it is armed or disarmed is from the lever position of your doors and the blinking red light under the dash. Only the newer versions of Nissan/Infiniti's has the "Audio/Silent" mode button on the remote which allows you to activate/deactivate you car alarm with an audiable sound or no sound at all. No worry, there is nothing wrong with your remote or car alarm.

If both arm & disarm buttons are the same size on the key fob, try opening it up and flipping the little circuit board around.
I had a customer with the same issue and found that her kid was playing with it and he had flipped it around.
Another customer dropped her key fob and it popped open.....she put it back in the wrong way.
If this doesn't solve the issue, you could be looking at a new alarm fob.
Ok. Let me update this issue. When I press the button to arm it. The system arms but the locks unlock. And when I disarm the system the alarm disarms but the locks lock.
