Hi and welcome to FixYa!

As a first course of action please disconnect the positive battery connector and let it sit for atleast 5mins. then reconnect it again. This should reset the system.

After reconnection of the positive battery connector please insert the key and turn it on ON position but don't crank it then turn OFF. Perform this ten times and on the 10th time crank the engine.

The security system (VATS/Passkey) installed on these GM cars is anti-owner more than an anti-theft. There are 3 parts involved:

  1. The chip-key
  2. The lock cylinder
  3. The TDM (aka the brain of the system)
if any of these parts fails or is even slightly malfunctioning, the car stays stuck where you are and you only get a dealer asking you about 1,000$ to fix it. And all the 3 parts have a quite short lifespan. Way too many people got in this situation (including myself). I don't recommend any partial solution or any used parts as it would happen again way too soon to be acceptable and if it happens 100 miles from home (like it happened to me....) it's a big burden. I finally made it to save my beloved 94 Park Avenue (with the exact same system that is installed in your car) with a solution that I found on the internet and that bypasses the entire factory security system, all 3 pieces altogether and you can even remove the TDM at the end and use 99c keys without chip. Unfortunately this has been a real problem on GM vehicles for a very long time. I copied this to help you understad how this works.
From the moment you put your key in the ignition, there begins a constant line of communication between your key's security chip or transponder, to the ignition's lock cylinder, and then to the car's TDM. These 3 parts are in CONSTANT communication. If the key is in the ignition, these parts are sending signals to each other. The security light illuminates when that signal gets broken, even just for a second. When the signal breaks, the car goes into antitheft mode. The car thinks its being stolen or hotwired because it is not getting that signal from YOUR specific key. There is where the security light turns on and shuts down your vehicle.

Battery went dead, so I replaced it. now the anti theft system wont let it start


You need to manually reset the anti-theft system. I don't know what kind of car you have but most anti-theft systems are located just underneath the dash behind the steering wheel. It will probably be a little black box, maybe with a red light, but there should be a button on it that you need to press and hold for about 5 seconds then try to start the car again. Some of them you need to have the ignition on when you do the reset.

My anti theft light is on and my car won't start


try to start the car then leave the ignition on for exactly 10 minutes then turn the key off(anti theft will stop flashing). and try to start it again..... might take three tries

There is no code to enter. Turn your ignition to the run position for about 10 minutes. This programs the anti-theft module to the key. If this doesn't help, you have a problem with the anti-theft components, and probably should take it to a professional to diagnose and repair.

Resetting the anti theft system


Place key in ignition, turn to ON position. (do not start)
Leave in ON position for EXACTLY 10 minutes.
As SOON as the anti-theft light turns off, then IMMEDIATELY start the car.
Then anti-theft is now reset.

You can pull the battery for 10 mins and it should reset the entire ECU PCM and Anti Theft system

if the vehicle starts then stops and the anti-theft light is flahing you may need to re-set the pass-key system to do this you will need to atempt to start the vehicle and when it stalls leave the key in that position and watch the anti-theft light. it should flash on and off for about 5 to 10 minutes. when it stops flahing turn the ignition to off then try to restart your vehicle

make sure you have a fully charged battery turn on the ignition with out starting the vehicle let sit in on position for 10 to 15 minute then start it may take a few attempts
